Ah, it isn't. Straight off the camera. That's in Rotorua, an active volcanic zone in New Zealand, and the thermal vents chuck out sulphur and arsenic and other elements as ions in the water, which settle out like that all over the ground. The ground all around there is constantly hot, too, you can put your hand on it and feel how warm it is, that's where all the steam comes from.
